This does seem a bit counterproductive for the existing user base who generally don't use YouTube's live option which has been available for quite some time now. YouTube Live is clunkier to say the least but there would be a way to make it easier as a support document says. You would now be able to create a "Quick Event" or "Custom Event" using YouTube Creator Studio tool. Just head to Live Streaming Events in Creator Studio, create new Live event and select Quick. Give your stream a title and you can either go live then or schedule your event for later.
The company had earlier moved Google Photos into a separate product hacking away at parts that worked in Google+. The company has been removing Google+ requirement since mid of 2015 and most recent change was to the Play Store where you could submit app reviews without the need for an account.
